"Bulgaria cannot and does not want to remain indifferent and, applying the approach of practical diplomacy, is preparing an initiative in which it will seek, together with the countries of the region and all interested parties, to reach an agreement and joint actions to ensure freedom and safety of navigation in the Black Sea. According to the Bulgarian president, Sofia proposes to turn the Black Sea from a zone of increased risk and threats into a zone of "common security", free transport, energy, trade and digital corridors.

Iliana Iotova also called for a discussion on the future of European security policy. According to her, military security should be complemented by a contractual component that will ensure that building up defense capabilities will bring more security, not a new arms race.
