During the year, the BES did not overcome the shadow market, but ceased to "nightmare" legal business. And this is more important than it seems. The anniversary of the appointment of Oleksandr Tsivinsky as the head of the Bureau of Economic Security aroused quite understandable interest.

I have also been asked several times recently by journalists: how does the business evaluate its work?

I would be in no hurry to either praise or declare the reform a failure. Moreover, there are two extremes in the estimates of the BES today.

The first is to take your word for it that everything is fine. We have already done this under the previous leadership.

The logic was simple: legal business is interested in everyone working under the same rules and paying taxes.

But later we began to receive information that illegal activities had not been stopped at certain transferred addresses. Instead, the old good "decisive" began: roofing, agreements, money.

Context

After the establishment of BEB in 2021, the Ukrainian Business Council, together with other business associations, offered the new body cooperation. Representatives from about a dozen industries, from tobacco and alcohol to home appliances, handed over specific addresses, facts and patterns of illegal work.

Secondly, the new leadership of the BES also did not receive much support from the outside. Suffice it to recall how difficult the appointment itself was. And after him, the attitude towards the Bureau in the state apparatus, in particular in ministries, departments, and the law enforcement system, was at least cool.
